The new year traditionally brings with it new legislative changes. There will undoubtedly be many of them, both already passed and pending, as well as bills under consideration. It is worth noting that there are some very promising bills, but we will talk about them when they are definitely passed. But right now I would like to draw attention to three very important laws that will begin to work next year. How will they be useful to Russians?
Increase in payments
Since January 1, 2023 the value of the minimum wage will be increased. This value will make 16 242 rubles. The subsistence minimum, on which basic benefits depend, will also increase and will be 14,375 rubles. The subsistence minimum, on which the basic allowances depend, will be raised. Minimum pensions will also go up. Since the pension should not be below the subsistence minimum, there will be no payments below 12,300 rubles.
Insurance pensions will also be indexed, but only by 4.8%. Thus, the average retirement pension will approach 20,000 rubles.
Despite the good news, many are skeptical, as rising prices, especially for food, significantly outpace the increase in pensions, salaries and benefits.
New allowances
On January 1, 2023, a universal allowance will be introduced for families with children. The allowance was approved by the President in early November 2022. At that time V.V. Putin noted that despite the low level of unemployment, the income of many families with children is at a low level. That is why state support is needed.
The new allowances will include allowances for children from 3 to 7 years old, from 8 to 17 years old, allowances for pregnant women registered at the age of 12 weeks, payments for the third child (the vast majority of regions have introduced such allowances), and allowances for the care of children under the age of 1.5 years.
The maximum amount of the allowance will be 100% of the subsistence minimum established in the region. Another plus is the maximum simplification of the procedure for receiving payments. The Ministry of Labor has already published comprehensive information about the new universal allowance.
According to preliminary data, more than 10 million families with children will receive a new payment.
Optimization
For many the word "optimization" evokes only negative emotions, but this time there is reason for optimism. From January 1, 2023, the Pension Fund, hated by many, will cease to exist. The Social Fund of Russia will start to work in Russia.
The creation of the new fund will save money previously spent on the Pension Fund. Simplification of procedures for drawing up pensions and benefits can be considered good news. The new structure will have to cope with these tasks. I hope that the problems that have been haunting Russian pensioners for many years will disappear along with the Pension Fund.
