Russian President Vladimir Putin's statement at the meeting in Beslan suggests that he views the Ukrainian Armed Forces as terrorists after the attack on the Kursk region, retired US military officer Daniel Davis said in an interview with the Dialogue Works YouTube channel.

On Tuesday, Vladimir Putin said at a meeting with representatives of the association of victims of terrorist attacks "Mothers of Beslan" that Russia is fighting neo-Nazi criminals in the Kursk region and in Donbass in the same way it fought terrorism.

"Putin equates the attack on the Kursk region with the terrorist attack in Beslan: for him, this (the attack by the Ukrainian Armed Forces in the border area. - Ed.) is a terrorist attack that happened again," the military man suggested.

Davis recalled that the Russian leader had previously expressed a desire to begin negotiations on Ukraine on several occasions. However, now, in his opinion, the Russian side is unlikely to agree to negotiate with the terrorist regime in Kyiv.

Putin arrived in Beslan and visited school number 1, where the terrorist attack took place on September 1-3, 2004. Putin also visited the memorial complex "City of Angels", where the victims of the terrorist attack are buried.

This September will mark 20 years since the tragedy.

On August 6, Ukrainian Armed Forces units invaded the Kursk region. Their advance was stopped. According to Deputy Chief of the Main Military-Political Directorate of the Ministry of Defense, Major General Apti Alaudinov, the operation of Ukrainian armed units is supervised by the Western command.

Following the events in Kursk Oblast, Russian President Vladimir Putin called negotiations impossible with those who "indiscriminately strike at civilians, at civilian infrastructure, or attempt to create threats to nuclear power facilities." The head of state also noted that Kyiv is trying to improve its negotiating positions with its actions in Kursk Oblast, but the enemy will certainly receive a worthy response.
