According to experts, the number of unemployed citizens by the end of 2022 will be about 200,000 people. In this regard, we decided to support our citizens in some way and conclude a social contract with them.
Who is entitled to support from the state?
First, let me explain what a social contract is.
A social contract is an agreement between social protection agencies and a family or one member of a family whose income is below the subsistence level. In order to receive support, it is necessary to obtain low-income status.
The state makes advances to the citizen, providing him with financial support, and the citizen at the same time must fulfill certain obligations. That is, a citizen can open his personal business thanks to financial support in the amount of 350,000 rubles. Personal business can also include household chores, retraining, or finding a job.
The social contract, as opposed to the allowance, must be used for a specific purpose.
It is possible to conclude a social contract and receive a subsidy through social protection agencies. Please note that each region has different conditions.
Agreements are concluded for a specific purpose. Social protection worker together with the citizen-applicant determine the programs with conditions and costs. After that, the worker will monitor how the citizen meets the requirements of the program. The timeframe for granting assistance can range from 3 months to a year. The personal business development programs themselves are for 5 years.
Household farming program
If a citizen is picked up a program for farming, the state allocates to him an amount of 200,000 rubles for the purchase of equipment, seeds, seedlings, livestock.
The conditions of the social contract will be considered fulfilled if the citizen receives a profit from the sale of agricultural products. In this case, any earnings from the sale are counted.
Program - finding a job
To receive support under this program, a citizen needs to register at the employment center as unemployed. After this he can go to the social welfare office and sign a social contract specifically for finding a job.
A citizen is paid in the amount of subsistence wage. And when he finds a job, it is possible to receive three more payments within 3 months.
The amount of social support depends on the expenses. The payment is made for 9 months. At the same time, if a citizen ignores the vacancies offered to him, the social contract can be terminated prematurely. The minimum unemployment amount of 1500 rubles will remain unchanged.
Retraining program
An unemployed citizen can get additional training. The social contract must cover the full cost of the training, but must not exceed 30,000 rubles. It is also possible to learn a new profession or to upgrade one's qualifications. If a citizen happens not to find a job after training, the money spent on his training does not need to be returned. It only needs to be returned if he refuses to be trained at all.
The program - business
The maximum support is 350,000 rubles. This amount is given to a citizen to start his own business. The money can go to renting premises, buying furniture, office equipment, advertising.
All expenditures must be specified in the business plan and confirmed by receipts, receipts, and contracts.
Program - for low-income people
Families recognized as low-income can count on support from the state, which appeared last year. Funds can be spent on the purchase of items, medicines, food, payment of school fees and utilities. However, from May 2022, funds cannot be spent on debt repayment. The conditions are still the same.
Support is provided to a family whose income is below the subsistence minimum. It is calculated based on the number of family members who live together with a family member whose income is below the minimum.
Foreign nationals, minors, those who have an additional source of income, and families with real estate and a vehicle are not eligible for benefits. Having real estate and a vehicle can be considered renting.
Citizens who are sole proprietors or self-employed can conclude a contract with an existing business, if for 6 months after taxes their income was below the minimum.
