Сотрудница отказывается принимать диплом (титул и приложение с оценками) БЕЗ ТВЕРДОЙ ОБЛОЖКИ. Хотя я точно знаю, что в Москве, Санкт-Петербурге и многих других городах дипломы на апостиль принимают ИМЕННО без твердой обложки. Диплом был получен в 2013 году (нам тогда уже НЕ ВЫДАВАЛИ твердых обложек НИКОМУ). Правомерен ли отказ сотрудницы Министерства образования? Спасибо всем огромное.
