In accordance with Article 156 of the Family Code of the Russian Federation, the form and the procedure for entering into a marriage on the territory of the Russian Federation shall be defined by the legislation of the Russian Federation. However the terms for entering into a marriage on the territory of the Russian Federation are defined for each of the persons, entering into a marriage, by the legislation of the state, whose citizen the person is at the moment of entering into a marriage. Still the requirements of Article 14 of the Family Code of Russia with respect to the circumstances, interfering with the entering into a marriage should be observed*.

When making an application for marriage, a foreign citizen living permanently in Russia, shall submit to the appropriate civilian registry office's body not only a valid foreign passport, but also a residential permit for living in Russia. If a foreign citizen is staying in Russia for a short term, then at the Russian civilian registry office he/she is to present his/her valid foreign passport or, instead of it, a proper substitute document registered at the appropriate internal affairs body.

In Russia it is not allowed to marry persons one of whom is already married. A foreign citizen when submitting an application for entering into a marriage, should present an information certificate given by a competent state body or consulate (embassy) of the state whose citizen he/she is for confirming that he/she is not married, and that certificate must be legalized at the appropriate consular institution of Russia or at the Consular Directorate of the Ministry of Foreign Affairs of Russia. Such a certificate is only valid within three months from the date of its issuance. This term is to be calculated up to the date of submission of application for entering into a marriage. Persons who have earlier been married officially, shall present to the civilian registry office body a document confirming the termination or discontinuance of a former marriage. For a Russian citizen who has terminated a marriage abroad and for a foreign citizen, such a document may be an appropriate court decision on the divorce, a certificate of death of the spouse, or some other document confirming the termination or discontinuance of a former marriage and issued by a competent power body and properly legalized, unless stipulated otherwise by international contracts.

All documents made in a foreign language, should be submitted together with translation of their texts into Russian, and the translation's accuracy shall be certified by a consular institution of Russia abroad, by the consulate or embassy of the state whose citizen the foreigner is (or countries of permanent residence of a person without any citizenship), by the Ministry of Foreign Affairs or another appropriate body of this state, or by a public notary.
